Community Bond Advisory Committee Delivers Report to Council

On November 27, 2018, the Town of Addison Council appointed 28 community members to the Community Bond Advisory Committee.

The Community Bond Advisory committee purpose is, according to the Town of Addison:
  • To assess and review information related to proposed future capital projects;
  • To provide input in developing a final list of projects;
  • To make a recommendation to Council concerning whether a bond election should be called and, if so, what projects should be included; and,
  • To serve as community advocates for the bond program election, if Council decides to call an election.

During the past five months, Town staff presented the Committee with information about twenty-one proposed projects that covered the areas of information technology, parks and recreation, building systems, roads, and land acquisition. Staff also provided estimated project costs and the asset management score, where applicable. The streets and parks cost estimates were developed by consultants who evaluated the entire scope of each proposed project from beginning to end including but not limited to design, construction, and inspection. They used current market values and past, present, and future projects from other municipalities and entities, but also factored in inflation and other increases in costs.

The Committee then ranked the proposed projects according to the criteria that the the Committee members developed. Once ranked, the Committee chose 15 projects that it believed should be included in a bond program. These projects were divided into five proposed propositions. The total cost of the recommended projects is $85,620,002:

Proposition One –Roads (East/West): $22,900,000

  • Advanced Traffic Management System ($600,000)
  • Keller Springs Road ($12,900,000)
  • Airport Parkway ($9,400,000)

Proposition Two – Roads (North/South): $33,602,000

  • Quorum Drive ($26,302,000)
  • Montfort Drive ($7,300,000)

Proposition Three – Buildings: $7,395,000

  • ADA Compliance ($1,500,000)
  • Roof Replacements ($4,000,000)
  • HVAC Replacements ($1,895,000)

Proposition Four – Recreation and Lifestyle: $6,723,002

  • Athletic Club ($3,028,000)
  • Les Lacs Pond ($3,282,000)
  • Trail Improvements ($413,000)
Proposition Five – Investment in the Future: $15,000,000
  • Land Acquisition ($15,000,000)
Council will discuss the recommendations presented by the Community Bond Advisory Committee at future meetings. If they choose to call a bond election for November, the decision will need to be made by the August 13 City Council Meeting.
